KSM MANAGEMENT CONSULTANT, the largest HR firm in Zambia recently acquired GOZAMBIAJOBS.CO.ZM, becoming the largest recruitment platform in the country is now actively looking to recruit for a Housing & SME Finance Manager on behalf our in the NGO sector.
About the Role
The role is responsible for designing, implementing, and managing inclusive SME and housing-linked finance solutions that expand access to affordable housing and enterprise finance for underserved peri-urban and low-income markets. The position focuses on value chain finance, strategic partnerships, and tailored credit products aligned with informal and semi-formal cash-flow realities.
Duties and responsibilities:
- Design and implement housing-linked and SME finance solutions targeting middle-income earners, micro-developers, and small businesses in construction, home improvement, trade, and services.
- Disburse and manage loan portfolios supporting incremental housing, home improvements, and small-scale rental developments, with a strong focus on peri-urban and low-income markets.
- Support the development and refinement of SME-friendly and housing-linked loan products tailored to informal and semi-formal enterprises.
Credit Origination & Portfolio Management
- Originate, appraise, and underwrite credit applications for real estate SMEs, contractors, suppliers, and micro-developers.
- Assess borrower cash flows, project viability, and credit risk in line with institutional policies and market realities.
- Monitor portfolio performance, identify risks, and recommend mitigation strategies to maintain portfolio quality.
Value Chain & Market-Based Financing
- Structure and manage value chain financing models that integrate finance with building material suppliers, contractors, housing developers, and service providers.
- Facilitate supplier and vendor payment models that reduce trade finance risks, improve SME liquidity, and enhance access to construction materials and services.
- Support the development of innovative, market-based housing finance solutions that improve affordability and access to housing inputs.
Partnerships & Stakeholder Engagement
- Build and manage strategic partnerships with housing developers, real estate firms, contractors, suppliers, and service providers.
- Co-create housing and SME finance models with partners to address financing gaps in underserved communities.
- Act as a key liaison between internal teams and external stakeholders to ensure effective implementation of financing solutions.
Capacity Building & Market Intelligence
- Provide market intelligence and insights on housing, construction, and SME finance trends to inform product and strategy development.
- Conduct portfolio analysis and reporting to support decision-making and continuous improvement.
- Coach and support staff to strengthen institutional capacity in housing-linked SME finance and value chain financing.
Key Skills & Competencies
- Strong understanding of SME finance, housing finance, and value chain finance models
- Credit analysis and underwriting skills, particularly for informal and semi-formal enterprises
- Partnership development and stakeholder management
- Market analysis and product development
- Strong analytical, communication, and relationship management skills
Qualifications & Experience
- Bachelor’s degree in Finance, Economics, Development Studies, Business, or a related field.
- At least 5 years of experience in NGO programs, development finance, SME finance, Banks, or housing finance.
- Experience working in peri-urban or low-income communities preferred.
- Knowledge of construction, housing, or real estate value chains is an advantage.
