OB OPPORTUNITY
World Vision Zambia (WVZ) Limited is a faith-based Organization dealing with Relief aid, Development, and Advocacy dedicated to working with children, families, and communities to overcome poverty and injustice. WVZ is part of World Vision International and serves all people regardless of religion, race, tribe, or gender. We are currently working on 38 large-scale programs in over 30 districts in Zambia.
Position: Monitoring and Evaluation Specialist – (Securing Durable Solutions Project) to be based in Lusaka
Reporting to: Programme Manager – (Securing Durable Solutions Project)
Location: Zambia
Purpose of the Position:
The incumbent will be responsible for monitoring and evaluating programs, projects and initiatives, both new and established, providing accountability and ensuring efficiency and success from start to finish. The focus for this position will be the Ultra Poor Graduation Program in the Refugee & Host Communities in Kalumbila and Nchelenge.
Major Responsibilities:
Monitoring &Evaluation System Implementation
- Lead the implementation of M&E system and process, creating a conducive environment for the monitoring and evaluation of program and project activities for the program
- Lead in conducting assessments for new projects and or projects ensuring participation of key partners and stakeholders and review of key documents at community and AP level and in line with WV guidelines.
- Lead in project and / or programme design process, to ensure participatory approaches; DPA and CP techniques issued to ensure participation of key stakeholders including partners and community as well as inclusion of relevant Cross Cutting Themes. Ensure that programme theory and / or performance objectives are reflecting community vision and child wellbeing priorities and aligned to WVZ National Office relevant Strategic Objectives
- Lead in programme/project monitoring for the Program
- Develop data collection tools and procedures for the Program
- Manage the database for the Program
- Provide technical support to programs on planning (DIP).
- Lead in project monitoring
Ensure Program and Project Effectiveness
Lead in Annual Monitoring Indicators surveys for the Program
- Lead in Baseline/evaluations for the Program
- Lead in Quarterly Review Meetings for the Program
- Conduct data audits for the Program
Data Management
- Establish and maintain program/indicator M&E databases aligned to the results framework in corroboration with Programs.
- Provide leadership in the management of program information management system; framework in corroboration with DM&E Specialists.
- Ensure standardization of M&E tools and methodologies across implementing partners; framework in corroboration with DM&E specialists
Technical leadership in Documentation and reporting
Provide technical leadership in
- Reporting and Communication to demonstrate progress against key program/project indicators for the Program including documentation of best practices.
- Provide Technical leadership in Annual, Semiannual, Quarterly, Monthly reports for the whole Program
- Provide Technical support for the Program on documentation and communication of best practices for the Program
- Provide leadership on Knowledge management for the Program
DME Capacity Building
- Identify the DM&E training needs of the, program team, DFs and Programme Managers as well as District and community based level partners in design, baseline, monitoring and evaluation knowledge and skills and other competencies and work with the team and other collaborators such as the Organizational Development Manager to plan and implement training that meets these needs.
Transition management
- Provide technical leadership for the Program in all Transitioning program/projects.
Qualifications: Education/Knowledge/Technical Skills and Experience:
- Bachelor degree in Social Science, Sociology, Monitoring & Evaluation, Economics, Development Studies or its equivalent
- At least 5 years’ experience in program design monitoring and Evaluation of relief and development.
- Good level of proficiency in qualitative and quantitative analysis using statistical packages including SPSS, ENA for SMART, STATA
- Experience in program design and M&E plan development
- Ability to design M&E tools, surveys, surveillance systems, and evaluations
- Demonstrated ability to build capacity of local partners

- Strong written and spoken communication, interpersonal skills and managerial capacity
- Ability to work in a cross-cultural environment, and must be a mature Christian.
- Computer literate in Word, Excel, PowerPoint
- Capacity to function well in a team and contribute effectively to team efforts.
- Ability to adapt in different work environments: office based and field work (rural and peri-urban)
